In lieu of an abstract, here is a brief excerpt of the content:Sacrificial Nationalism In Henrik Ibsen's The Pretenders William Mishler University ofMinnesota Even during his lifetime, the ambiguity essential to Henrik Ibsen's dramatic method gave rise to considerable interpretive debate. In the near century since his death new approaches to his work have steadily continued to arise in accord with the changes in critical and literary theory. We have had, writes Charles Lyons in a recent survey, Ibsen "the realist, (...) the iconoclast, the successful or failed idealist, the poet, the psychologist, the romantic, the antiromantic" (4). The extraordinary "hermeneutic generativity" evinced by Ibsen's plays cannot be attributed, in my view, solely to their aesthetic excellence or to changes in critical fashion, but as much or even more to the fact that they touch in a prescient way on conundrums inherent in modern life that are both fundamental and particularly intractable. In The Pretenders, for example, Ibsen composed an artistic meditation on the nature of nationalism which, seen from today's vantage point, can be called prophetic. The question the work implicitly poses might be formulated as follows: Is it possible for modern people to create a nation-state on a basis other than the threat of reciprocal violence? In other words, can a modern state attain to a condition ofpeace that would amount to something other that the mere stasis of fear? And if the answers to this question is negative—the work clearly asks—what will prevent the modern nation-state, which lacks the safeguards and restraints formerly supplied by various institutions of transcendent authority, from falling into desperate conditions? These are questions that are easy, even unavoidable, to pose today when we witness with horror the fires ignited by nationalism around the world. In mid-nineteenth century, however, when Ibsen wrote The Pretenders, the situation was vastly different. Then was the high noon of nationalistic optimism in Europe and America and elsewhere, the euphoric cultural moment when in the wake of the French and American Revolutions small 128William Mishler elites in numerous countries were shifting their spiritual and philosophical allegiance from outmoded agencies of order (religious, humanistic, transnational ) to the ethnically ordered collective. The story of this shift is a familiar one, no doubt, but one whose lessons only now are becoming fully apparent. In mid-nineteenth century Norway, nationalist enthusiasm was the order of the day. Accorded its independence from Denmark in 1814, and with it the end to 400 years of subjugation, Norway had good grounds to be enthusiastically self-preoccupied. Its historians engrossed themselves in the fervent recital of the national past, its artists worked to create works that celebrated the Norwegian spirit and projected images of future national greatness. In short, as the literary histories designate it, this was Norway's period of National Romanticism, and it was in this atmosphere that Ibsen in 1850, age 21, began composing plays. For the first dozen years of his career all of his plays were written in the National Romantic mode. It is true that his first play, Catalina, takes its subject matter from Roman history, but it is a Roman history largely stripped of its specificity and adapted for purposes ofpsychological allegory. Ibsen's next four plays all use material drawn from Norway's history and folklore. The Pretenders, begun in 1858 and completed in 1864, was the last and by common consensus the greatest of these. The most Shakespearean of Ibsen's plays, its plot material was taken from Norwegian historian P. A. Munch's account of Norway's civil wars in the thirteenth century. Ibsen chose the climactic moment when several of the deceased King Sverre's heirs were laying claim to the throne, directing his attention to the two major contenders, Sverre's grandson Hâkon and his rival Duke Skule, his maternal uncle and former guardian. The play traces the course of their rivalry from its inception to the final confrontation in which Skule is killed and Norway is united under King Hâkon. From the early days of Ibsen criticism the biographical approach, later amplified by various thematic readings, has been the dominant one to The Pretenders. Most democratic theorists agree that concentrations of wealth and power tend to distort the functioning of democracy and ought to be countered wherever possible. Deliberative democrats are no exception: though not its only potential value, the capacity of deliberation to ‘neutralise power’ is often regarded as ‘fundamental’ to deliberative theory. Power may be neutralised, according to many deliberative democrats, if citizens can be induced to commit more fully to the deliberative resolution of common problems. If they do, they will be (...) unable to get away with inconsistencies and bad or private reasons, thereby mitigating the illegitimate influence of power. I argue, however, that the means by which power inflects political disagreement is far more subtle than this model suggests and cannot be countered so simply. As a wealth of recent research in political psychology demonstrates, human beings persistently exhibit ‘motivated reasoning’, meaning that even when we are sincerely committed to the deliberative resolution of common problems, and even when we are exposed to the same reasons and evidence, we still disagree strongly about what ‘fair cooperation’ entails. Motivated reasoning can be counteracted, but only under exceptional circumstances such as those that enable modern science, which cannot be reliably replicated in our society at large. My analysis suggests that in democratic politics – which rules out the kind of anti-democratic practices available to scientists – we should not expect deliberation to reliably neutralise power. Håkon Evju demonstrates how history and historical writing were at the centre of debates over monarchy and monarchical reform politics in Denmark-Norway during the Enlightenment.

Over the last decade, a call for greater “realism” in political theory has challenged the goals and methods that are implicit in much contemporary “normative” theory. However, realists have yet to produce a convincing alternative research program that is “constructive” rather than primarily “critical” in nature. I argue that given their common wariness of a devotion to abstract principles, realists should consider adopting John Dewey’s vision of theoretical expertise as an expansive kind of prediction that engages all of our historical, (...) scientific, and imaginative resources. After demonstrating that realists are in need of such an affirmative vision, I outline Dewey’s original proposal, and elaborate its value in contemporary circumstances as a “predictive” method for political theory that stands between familiar critical and normative approaches. Reading Foucault’s work on power and subjectivity alongside “developmentalist” approaches to evolutionary biology, this article endorses poststructuralist critiques of political ideals grounded in the value of subjective agency. Many political theorists embrace such critiques, of course, but those who do are often skeptical of liberal democracy, and even of normative theory itself. By contrast, those who are left to theorize liberal democracy tend to reject or ignore poststructuralist insights, and have continued to employ dubious ontological assumptions regarding human agents. Against (...) both groups, I argue that Foucault’s poststructuralism must be taken seriously, but that it is ultimately consistent with normative theory and liberal democracy. Linking poststructuralist attempts to transcend the dichotomy between agency and structure with recent efforts by evolutionary theorists to dissolve a similarly stubborn opposition between nature and nurture, I develop an anti-essentialist account of human nature and agency that vindicates poststructuralist criticism while enabling a novel defense of liberal democracy. In recent years, some have claimed that a Darwinian perspective will revolutionize the study of human society and culture. This project is viewed with disdain and suspicion, on the other hand, by many practicing social scientists. This article seeks to clear the air in this heated debate by dissociating two claims that are too often assumed to be inseparable. The first is the ‘ontological’ claim that Darwinian principles apply, at some level of abstraction, to human society and culture. The second (...) is the more ‘pragmatic’ claim that this observation necessitates substantial changes in the practices of social scientists. Even if some version of the first claim is true, I argue – which I believe is quite likely – the second does not follow. This observation ought to chasten the most overzealous advocates of Darwinian social science, as well as softening the instinctive resistance of many social scientists and historians to the genuine insights enabled by a Darwinian approach. The conclusion discusses these insights, the most important of which is a methodological prescription for normative theory. (shrink)

This article challenges the association between realist methodology and ideals of legitimacy. Many who seek a more “realistic” or “political” approach to political theory replace the familiar orientation towards a state of justice with a structurally similar orientation towards a state of legitimacy. As a result, they fail to provide more reliable practical guidance, and wrongly displace radical demands. Rather than orienting action towards any state of affairs, I suggest that a more practically useful approach to political theory would directly (...) address judgments, by comparing the concrete possibilities for action faced by real political actors. The article investigates how national and international measures to protect wolves turned the whole of Norway into a field of study for wildlife biologists, and how the extensiveness of this “field” prompted a transformation in the methods employed to count and monitor wolves. As it was not possible to conduct traditional field studies throughout the whole of Norway, the biologists constructed an extensive infrastructure, which I have termed a “counting complex,” in order to count wolves from a distance. The article (...) identifies three decisive periods in the construction of this complex: the 1960s, the 1980s, and the first decade of the new millennium. During the first two periods, biologists used the infrastructure to mobilize ordinary people’s observations; they did this by first searching through newspaper notes, then enrolling people more directly through local committees of game management. However, the public’s observations often turned out to be unreliable, and, in the 2000s, molecular biologists helped to incorporate genetic techniques into the counting complex. By using the infrastructure to mobilize wolf scat, rather than observations, and by constructing DNA profiles for individual wolves, the molecular biologists enabled research that I have termed “nationwide field studies in absentia.” The article argues that the biologists’ main motive for constructing and refining the counting complex was to make wolves amenable to government, as they considered this a vital premise for the successful practice of protecting wolves. The increased intensity in monitoring in the last period, however, was also driven by international conventions and detailed regulations. (shrink)

Recent years have witnessed growing controversy over the “wisdom of the multitude.” As epistemic critics drawing on vast empirical evidence have cast doubt on the political competence of ordinary citizens, epistemic democrats have offered a defense of democracy grounded largely in analogies and formal results. So far, I argue, the critics have been more convincing. Nevertheless, democracy can be defended on instrumental grounds, and this article demonstrates an alternative approach. Instead of implausibly upholding the epistemic reliability of average voters, I (...) observe that competitive elections, universal suffrage, and discretionary state power disable certain potent mechanisms of elite entrenchment. By reserving particular forms of power for the multitude of ordinary citizens, they make democratic states more resistant to dangerous forms of capture than non-democratic alternatives. My approach thus offers a robust defense of electoral democracy, yet cautions against expecting too much from it—motivating a thicker conception of democracy, writ large. (shrink)

This article discusses the fairness of geographically targeted vaccinations (GTVs). During the initial period of local and global vaccine scarcity, health authorities had to enact priority-setting strategies for mass vaccination campaigns against COVID-19. These strategies have in common that priority setting was based on personal characteristics, such as age, health status or profession. However, in 2021, an alternative to this strategy was employed in some countries, particularly Norway. In these countries, vaccine allocation was also based on the epidemiological situations in (...) different regions, and vaccines were assigned based on local incidence rates. The aim of this article is to describe and examine how a geographical allocation mechanism may work by considering Norway as a case study and discuss what ethical issues may arise in this type of priority setting. We explain three core concepts: priority setting, geographical priority setting and GTVs. With a particular focus on Norway, we discuss the potential effects of GTV, the public perception of such a strategy, and if GTV can be considered a fair strategy. We conclude that the most reasonable defence of GTV seems to be through a consequentialist account that values both total health outcomes and more equal outcomes. (shrink)

The Assyrian presence in Palestine from the ninth through the seventh century B.C.E. represents a case of intercultural contact against the background of an expansionist imperial process. The “Assyrianization” of Israel and Judah, as well as that of the whole Levant, has often been posited. This term, which evokes “Romanization,” would indicate enforced cultural adaptation to Assyrian values and customs within the framework of a process of assimilation. An alleged “Assyrianization” of Ancient Israel would be congruent with that interpretation of (...) Assyrian imperialism postulating programmatic measures to impose the Assyrian way of life upon the whole empire. However, a study of the cuneiform and archaeological sources leads to an alternative interpretation of Assyrian imperial policy in the West. (shrink)

We agree with Heyes that an explanation of human uniqueness must appeal to cultural evolution, and not just genes. Her account, though, focuses narrowly on internal cognitive mechanisms. This causes her to mischaracterize human behavior and to overlook the role of material culture. A more powerful account would view cognitive gadgets as spanning organisms and their (shared) environments.

Within the ecological and enactive approaches in cognitive science, a tension exists in how the process of skill learning is understood. Skill learning can be understood in a narrow sense, as a process of bodily change over time, or in an extended sense, as a change in the structure of the animal–environment system. We propose to resolve this tension by rejecting the first understanding in favor of the second. We thus defend an extended approach to skill learning. An extended understanding (...) of skill learning views bodily changes as being embedded in a larger process of interaction between the organism and specific structures in the environment. Such an extended approach is committed to the claims that (1) the appropriate unit of analysis for understanding skill learning is not the body but the activity and (2) learning consists in the establishment and adaptive organization of enabling constraints on that activity. We focus on two example cases: maintaining upright posture and walking. In both cases, environmental structures play a constitutive role in the activity throughout learning, but the specific environmental structures that are involved in the activity change over time. At an early stage, the child makes use of an environmental “support”—for example, holding onto furniture to maintain upright posture. Later, once further constraints have been established, the child is able to let go of the furniture and remain upright. We argue that adopting an extended understanding of skill learning offers a promising strategy for unifying ecological and enactive approaches and can also potentially ground a radically embodied approach to higher cognition. Nach der sogenannten Flüchtlingskrise der Jahre 2015/16 rückten die Reaktionen der Europäer auf die Fremden ins Blickfeld, und mittlerweile sehen wir, dass fremdenfeindliche und populistische Bewegungen immer breitere Zustimmung finden. Flüchtlingen und Asylsuchenden schlägt massive Zurückweisung entgegen. Der vorliegende Beitrag bringt die gegenwärtig zu beobachtende Fremdenfeindlichkeit in einen Zusammenhang mit den historischen Trends in der Einstellung der Europäer zum Islam und zeigt auf, dass inzwischen ein viel grundsätzlicherer Konflikt am Werk ist, nämlich ein Konflikt zwischen dem Anti-Modernismus/Traditionalismus einerseits und dem (...) Modernismus bzw. der Globalisierung andererseits. Die aktuellen Vorstellungen und Theorien, was »das Trauma« bzw. »die traumatisierte Person« angeht, reichen nicht aus, um die Komplexität des Flüchtlingsdilemmas zu begreifen. In der Folge individueller wie kollektiver Gegenübertragungsreaktionen ist das Wort »Trauma« in Gefahr, seine theoretische Verankerung einzubüßen und zum Objekt der Projektion undefinierbarer Ängste zu werden. Das beeinträchtigt unser Verhältnis zu Flüchtlingen sowohl auf der sozialen als auch auf der klinischen Ebene und hat Anteil an der beklagenswerten Situation, in der diese Menschen sich gegenwärtig befinden. This essay attempts to distinguish and discuss the importance and limitations of different ways of being wrong. At first it is argued that strictly falsifiable knowledge is concerned with simple (instrumental) mistakes only, and thus is incapable of understanding more complex errors (and truths). In order to gain a deeper understanding of mistakes (and to understand a deeper kind of mistake), it is argued that communicative aspects have to be taken into account. This is done in the theory of communicative (...) action, which adds to our knowledge of errors the notion of communicative mistakes: mistakes as obstacles for sincere communication. However, to overcome this still purely negative judgement of errors, two processes are examined in which mistakes are best regarded as developmental steps, that is, steps not only meaningful in their own right (as containing some truth), but also as necessary preconditions for further progress. This would suggest that truth is born out of errors. But if so, one has to understand the wrongness of such errors; how is it that they are erroneous if they (somehow) contain the truth? At the end of this essay, a tentative answer to this question is given. (shrink)

Existing approaches to campaign ethics fail to adequately account for the “arms races” incited by competitive incentives in the absence of effective sanctions for destructive behaviors. By recommending scrupulous devotion to unenforceable norms of honesty, these approaches require ethical candidates either to quit or lose. To better understand the complex dilemmas faced by candidates, therefore, we turn first to the tradition of “adversarial ethics,” which aims to enable ethical participants to compete while preventing the most destructive excesses of competition. As (...) we demonstrate, however, elections present even more difficult challenges than other adversarial contexts, because no centralized regulation is available to halt potential arms races. Turning next to recent scholarship on populism and partisanship, we articulate an alternative framework for campaign ethics, which allows candidates greater room to maneuver in their appeals to democratic populations while nevertheless requiring adherence to norms of social and political pluralism. Contemporary critics of the administrative state are right to highlight the dangers of vesting too much power in a centralized bureaucracy removed from popular oversight and accountability. Too often neglected in this literature, however, are the dangers of vesting too little power in a centralized state, which enables dominant groups to further expand their social and economic advantages through decentralized means. This article seeks to synthesize these concerns, understanding them as reflecting the same underlying danger of state capture. It then (...) articulates a set of heuristics for the design of public and administrative institutions, which aim at minimizing the risks of capture from both public and private sources. By following these heuristics, it claims, we can successfully employ the administrative state as a weapon against concentrated private power, rather than allowing it to serve as a tool of dominant groups. Most studies on refugee populations are organized around trauma-related issues and focus on explaining pathological factors. Few studies are anchored in general developmental psychology with the aim of exploring normal age-specific developmental tasks and how the special circumstances associated with forced migration can influence how developmental tasks are negotiated. This study is part of a larger mixed method study seeking to identify resilience-promoting and resilience-inhibiting factors, on individual and contextual levels, among asylum seekers and refugees on the move and settled (...) in reception centers in Norway. A strategic sample of 20 adolescent and young adult refugees/asylum seekers during flight in Serbia and after arrival in Norway was chosen from a sample of 178 refugees interviewed in depth in Serbia and at receptions centers in Norway. The sample reflects the focus of this paper, which is to explore adolescent and young adult refugees/asylum seekers’ psychological and social needs and resources during flight to and after arrival in the host country, including how developmental tasks are negotiated. Through qualitative analysis, experiences associated with the developmental changes the participants experienced before, during, and after flight are contextualized. Their sense of self, their relationships with their families and their perceptions of their situation as adolescents or young adults in a highly unpredictable situation are presented in the light of relevant theory and findings from similar refugee studies. All the participants have fled from dangerous and intolerable situations in their home countries. They describe extreme dangers during flight in contexts that are unpredictable and where they feel lonely and unsupported. Most have unmet psychosocial needs and have received little support or help for their mental health issues during flight or after arrival in Norway. Suggestions for interventions and resilience-promoting actions are given based on the findings of the study. (shrink)

This paper articulates a functionalist account of intra-party democracy (IPD). Like realist critics, we insist that IPD practices be evaluated on the basis of whether they facilitate resistance to domination and capture at the level of the polity as a whole, and therefore accept certain realist worries about IPD. Yet realists neglect the possibility that wealthy interests could control the political agenda by capturing all viable parties simultaneously-and that mass-facing IPD could counter this threat of oligarchic agenda capture. Taking this (...) as the key function of IPD within broader democratic systems, we conclude that inclusionary party reform is less urgent in more flexible party systems, where dissenters are better able to resist this threat from within the framework of inter-party competition. Regardless of the context, meanwhile, we also conclude that mass-facing IPD practices should aim at enabling ordinary members and supporters of a party to resist agenda capture by oligarchic interests. Though we stop short of defending any particular set of reforms, we reject the emphasis of recent IPD advocates on individualized forms of deliberative participation, in favor of a more oppositional and collectively-oriented approach-on the grounds that the latter is more likely to encourage the development of effective institutions of countervailing power. Radical embodied cognitive science is split into two camps: the ecological approach and the enactive approach. We propose that these two approaches can be brought together into a productive synthesis. The key is to recognize that the two approaches are pursuing different but complementary types of explanation. Both approaches seek to explain behavior in terms of the animal–environment relation, but they start at opposite ends. Ecological psychologists pursue an ontological strategy. They begin by describing the habitat of the species, and (...) use this to explain how action possibilities are constrained for individual actors. Enactivists, meanwhile, pursue an epistemic strategy: start by characterizing the exploratory, self-regulating behavior of the individual organism, and use this to understand how that organism brings forth its animal-specific umwelt. Both types of explanation are necessary: the ontological strategy explains how structure in the environment constrains how the world can appear to an individual, while the epistemic strategy explains how the world can appear differently to different members of the same species, relative to their skills, abilities, and histories. Making the distinction between species habitat and animal-specific umwelt allows us to understand the environment in realist terms while acknowledging that individual living organisms are phenomenal beings. We applaud the ambition of Veissière et al.'s account of cultural learning, and the attempt to ground higher order thinking in embodied theory. However, the account is limited by loose terminology, and by its commitment to a view of the child learner as inference-maker. Vygotsky offers a more powerful view of cultural learning, one that is fully compatible with embodiment.

The Dispersion of Power is an urgent call to rethink centuries of conventional wisdom about what democracy is, why it matters, and how to make it better. Drawing from history, social science, psychology, and critical theory, it explains why elections do not and cannot realize the classic ideal of popular rule, and why prevailing strategies of democratic reform often make things worse. Instead, Bagg argues, we should see democracy as a way of protecting public power from capture—an alternative vision that (...) is at once more realistic and more inspiring. Despite their many shortcomings, real-world elections do prevent the most extreme forms of tyranny, and are therefore indispensable. In dealing with the vast inequalities that remain, however, we cannot rely on standard solutions such as electoral reform, direct democracy, deliberation, and participatory governance. Instead, Bagg shows, protecting and enriching democracy requires addressing underlying inequalities of power directly. In part, this entails substantive policies attacking the advantages of wealthy elites. Even more crucially, deepening democracy requires the organization of oppositional, countervailing power among ordinary people. Neither task is easy, but historical precedents exist in both cases—and if democracy is to survive contemporary crises, leaders and citizens alike must find ways to revive and reinvent these essential democratic practices for the twenty-first century. How might discourse generate political change? So far, democratic theorists have focused largely on how deliberative exchanges might shift political opinion. Responding to empirical research that casts doubt on the generalizability of deliberative mechanisms outside of carefully designed forums, this essay seeks to broaden the scope of discourse theory by considering speech that addresses participants’ identities instead. More specifically, we ask what may be learned about identity-oriented discourse by examining the practice of religious preaching. As we demonstrate, scholars of homiletics—the (...) study of preaching—have identified three core features that support its focus on identity: its unconditionality, its appeal to authoritative texts and traditions, and its diffuse instrumentality. We then ask what each of these features might look like in more straightforwardly political contexts. Finally, we address several normative questions raised by this practice, as a way of exploring the promises and dangers accompanying identity-oriented discourse more generally. (shrink)
